Deputy Commissioner (National Security) of the Hong Kong Police Force, Kan Kai-yan, mentioned in a television program that Hong Kong currently faces three major national security risks, including interference from the United States and Western forces, soft confrontation, and domestic terrorism. He emphasized that Western forces are still intervening in Hong Kong affairs through various means, including interfering with court trials and police arrest events. Additionally, some individuals use fake news and false information to infiltrate daily life, engaging in soft confrontation and attempting to incite instability.

Kan emphasized that if citizens are purely expressing their opinions, regardless of frequency, it is not an issue. However, if their intent is to incite the overthrow of the government, it must be dealt with according to the law. He also pointed out that some organizations and individuals try to engage in activities using a "grey area" approach, and these behaviors have become more underground but still pose potential threats to society.

According to Kan, since the launch of the National Security Department's hotline in November 2020, the enthusiasm of citizens for reporting has not diminished, indicating public concern for national security. He stated, "If we know that someone has the opportunity to violate the national security law, there is no reason to turn a blind eye."

Kan also suggested that individuals on bail should visit the mainland more often to understand the country's development and strength, which helps strengthen their sense of national identity. He said, "I say the same thing to my colleagues. When you understand how rapid and powerful the country's development is, then you will know that you should face the motherland. When we talk to people on bail, we can proactively suggest, why not return to the mainland to take a look?"

In conclusion, the Hong Kong National Security Department emphasizes the critical importance of citizens' reporting in safeguarding Hong Kong's national security and calls for more active participation from the public to protect social peace and stability.
